Introduction
After withdrawal of NATO forces from Afghanistan in 2021 leading to the end of almost 50 years of successive wars, devastating the entire economy of the country, a group of Afghan professionals requested the volunteer experts of Schiller international experts to prepare and to compose a comprehensive vision for post war economic development of Afghanistan. Such a vision, based on principles of physical economy, was prepared by those experts and given the name of Ibn-E-Sina.
Conference Main Goals
- To present and to explain the details and importance of Ibn-e-Sina’s operation plan for the future economic development of Afghanistan to the Afghan government policy making authorities and experts.
- To have discussions, in the framework of workshops, on the goals of Ibn-e-Sina’s operation plan with Afghan government policy making authorities and experts and to classify those goals, for each sector of economy, into short, middle and long terms.
- To obtain the official approval and assurance of the Afghan government to extend the work to implement the short, middle and long term goals of Ibn-e-Sina’s operation plan.
- To stimulate public awareness about the possibilities of economic development from the economic resources of Afghanistan by the Afghans themselves and by the hands of the Afghans (mining, energy production from available resources, development of industrial agriculture from available resources of agriculture and livestock), from a wide range of available talents, development of experts, scientific, technical and professional personnel, better geographical location, etc.).
- To attract the attention of the government, domestic and foreign private sector and the nation for the development of the country’s infrastructure through modern, advanced and economic technology.
- To encourage government, foreign and domestic investors to invest in the development of infrastructure, industry and business through prepared plans of domestic and foreign cadres.

Participants
- This conference was participated by ca. 200 women and 450 men, including national and international guests.
- All ethnic group of Afghanistan participated in this conference.
- Representatives of all provinces were present in this conference.
Entrée and number of places
- Entrée to the conference was free of charge.
- Number of places were restricted to 450 due to limited budget, but luckily the number of participants reached 650.
Freedom of speech
- All participants were given the fully freedom of speech and there was no restriction on expressing ideas about priorities concerning the future economic development.
Work Atmosphere
- All participants worked together in friendly atmosphere.
- All participants were very helpful and cooperative during all sessions and workshops.
- The national and international quest enjoyed from the open and free discussions.
Professional Discussions
- This conference was mainly devoted to professional discussions on issues how to achieve the main goal: to make Afghan economy self-sufficient.
- Agendas of the 9 workshops, organized on the 2nd day of the conference, were set up with points to keep professionals to lead the discussion
- Afghan academic and professional community.
- Afghan society.
Hope for the future
- Several participants confirmed that conference has given them hope for the future.
Learning moments
- There were many learning moments for national and international experts to understand the priorities and challenges with which Afghanistan is faced. For examples, please see the workshops section.
Trust Building & Making New Friends
- One of the side achievements of this conference is trust building and making new friend.
- This conference has given the Afghans the opportunity to listen to ideas of each other how to build their post war economy of their motherland. The mutual trust amongst the Afghans has been severely damaged due to foreign interventions and occupations.
- This conference has also given the opportunity for the national and international experts to build mutual trust and making new friends.

Dear distinguished guests, esteemed government officials and cabinet members, honoured foreign delegates attending this conference, and dedicated employees from all ministries, my esteemed colleagues, I extend a heartfelt welcome to each one of you.
Above all, I wish to convey my deepest appreciation to the IBN-E-SINA organization and its meticulous organizers for graciously hosting today’s conference. I earnestly hope for the sustained commitment of IBNESINA to the continual development and progress of Afghanistan.
In my capacity as a government official, I can affirm that every Afghan seeking to openly contribute to the country’s development now has unprecedented opportunities. Having endured half a century of relentless war, which has inflicted considerable losses upon Afghanistan, we stand at the threshold of a new beginning.
The government endeavours to grant all Afghans, whether residing within or outside the country, the chance to actively participate in diverse sectors of our nation’s development.
The initial stride in this direction is the recently granted general amnesty, particularly for those who may have transgressed over the past five decades. This signals the commencement of a fresh chapter in our nation’s history and should serve as a catalyst for us to collaboratively work towards the peaceful development of our beloved country. All preceding conflicts, be they of ethnic, linguistic, or religious nature, should now belong to the annals of the past.
Every citizen of our nation, irrespective of gender, holds the right to actively shape the politics, economy, education, and upbringing of our homeland. It is noteworthy that everyone, whether female or male, possesses the right to education. We firmly believe that without education, no country can progress, and education stands as the bedrock of advancement and development. In the aftermath of years of war, it is imperative that the gates of education swing open for all, enabling our scholars, scientists, and professionals to collectively contribute to the nation-building endeavour.
Despite facing financial constraints, we ardently strive to actualize ambitious plans such as the Qosh tepa Canal project in northern Afghanistan. We extend an invitation to both domestic and foreign investors, whether Afghan or non-Afghan, to invest in Afghanistan, fostering economic strength and mitigating unemployment. Afghanistan possesses a wealth of natural resources that can be harnessed for goods production, offering a promising avenue
For investment. Rest assured, we are committed to supporting investors wherever possible.
In the spirit of IBNESINA’s proactive stance and exemplary initiatives, let us unite in addressing the challenges of our nation hand in hand. In conclusion, I reiterate my call to all Afghans, both within and beyond Afghanistan, to return to their homeland. Nowhere else will you experience the sense of safety and security that your homeland provides, resolving the challenges of our country is not solely the government’s duty but also the collective responsibility of all members of our nation to actively participate in overcoming these challenges.
